Renaming of the Unemployment Compensation Program

House Bill 7027 passed during the 2012 Legislative Session and was signed by Governor Rick Scott on March 28, 2012, renaming the Unemployment Compensation Program as the Reemployment Assistance Program. The renaming of the program emphasizes the job search activities and reemployment services offered by Florida’s workforce partners to jobless claimants receiving benefits. Florida is the first state in the nation to change Unemployment Compensation to Reemployment Assistance.

IMMEDIATE ACTIONS EFFECTIVE JULY 1, 2012:

• The Florida Unemployment Compensation Program will be named the Reemployment Assistance Program.
• The Unemployment Appeals Commission will be named the Reemployment Assistance Appeals Commission.

IMPORTANT NOTES:

• Changing the name of the program does NOT change access to benefits or benefits provided by the state of Florida or the federal government.
• Claimants will still be able to access benefits even if they are unaware of the name change.
• Claimants will continue to file claims online, at www.floridajobs.org, available 24 hours a day, seven days a week.
• The legislation does not create any additional tiers of benefits.

Important Information on the Emergency Unemployment Compensation (EUC) Program

Florida Emergency Unemployment Compensation (EUC) Program Tier 4 (IV) is Ending.

By federal law, the Department of Economic Opportunity is authorized to pay Emergency Unemployment Compensation (EUC) Tier IV Benefits only for as long as Florida remains triggered “on” an EUC Tier IV period. The availability of EUC Tier IV benefits to a state is determined by the state’s average total unemployment rate.
As of weekending June 16, 2012, Florida’s unemployment rate has declined below the level needed to extend the availability of EUC Tier IV. As a result of this decline, new entitlement to EUC Tier IV cannot be established unless an individual has exhausted all EUC Tier III benefits by the week ending July 7, 2012. Individuals receiving EUC Tier III benefits for any week after the week ending July 7, 2012 will not be able to receive Tier IV benefits. Emergency Unemployment Compensation (EUC)

Overview

Emergency Unemployment Compensation (EUC) is a federal extension after regular Florida reemployment assistance benefits. EUC benefits are broken into four tiers or levels:

• EUC Tier I:  Provides up to 20 additional weeks of benefits.
• EUC Tier II:  Provides up to 14 additional weeks of benefits.
• EUC Tier III:  Provides up to 13 additional weeks of benefits.
• EUC Tier IV:  Provides up to six additional weeks of benefits.

EUC benefits are available to claimants who exhausted all entitlement to regular benefits. The last week an individual can receive EUC under any tier is the week ending December 29, 2012.

Eligibility

In order to be eligible for EUC, your final regular reemployment assistance benefit payment must be for the week ending December 22, 2012 or earlier. If you qualify, an EUC claim will be filed automatically and a determination letter will be sent to you within seven days after you claimed your last weeks of reemployment asstistance.
If you have been receiving EUC benefits and you received a final payment notice for  EUC Tier I, II, or III, you will receive a determination letter of monetary entitlement in the mail and will automatically be enrolled in the next level of EUC. However, the last week payable on the EUC program is the week ending December 29, 2012 regardless of any benefits remaining on the claim.
If you did not receive an EUC determination letter within seven days after you claimed your last weeks of unemployment, contact us at 1-800-204-2418, press option 2 for assistance.
